When any policy that deals with the problems relating to the older people would be legislated, it should be systematic and/or comprehensive. At the same time, it should focus on the human rights. In this article, most of policies and legislation relevant to the human rights for the older people in the five major countries (USA, Japan, France, German, & England) were compared. The basic frameworks of the policies and legislation were discussed in the context of guaranteeing the human rights for the older people.
